New Visa Rules for Domestic workers

Domestic worker Hiring Rules under TADBEER Center has been announced by the Ministry of Human Resources and Emiratisation previously known as Ministry of Labours.

It’s happened due to misunderstanding between domestic workers specially nannies/maids and sponsor families where mostly workers were complaining about their rights such as duty timings, visa cost, warnings and restrictions to workers by families, absconding cases, not providing passports to domestic workers, returning to UAE cases and much more.

The MOHRE (Ministry of Human Resources and Emiratisation) on Tuesday announced 4 different packages for hiring domestic workers from Philippines, Indonesia, Sri Lanka, India, Bangladesh, Kenya, Nepal, Ethiopia and Uganda.

The ministry conducted a survey to assess the views and expectations of UAE Expats, families and businesses regarding the prices and the cost of domestic worker’s hiring where most people who were surveyed said that the prices which suit them is between 8,000 AED to 10,000 AED.

What is TADBEER?
Tadbeer centers are newly launched government offices that provide domestic workers services to families and businesses under the ministry’s reduced set rates.

What are the Services of TADBEER Centres:
Tadbeer centres provide below services to all International domestic workers and the households employing them:

1: Helping to take interviews between domestic workers and employers.
2: Helping with issuing visas, Emirates IDs, Medical examination and tickets and easy transfer of sponsorship.
3: Facilitating (helping) employers in getting health insurance for their domestic workers.
4: Give training to domestic workers to make sure that they have the required skill sets, letting them know about UAE Traditions.
5: Transportation will be provided by TADBEER to all domestic worker to take them from airport to the homes of their employers (sponsors).

Can domestic workers contact TADBEER office?
Yes, all domestic workers and their employers will be given contact numbers through which they can contact Tadbeer centres in case they have any issues or questions.

Where TADBEER offices are located?
Last month, May 2018, the ministry opened 11 TADBEER Center across UAE to facilitate recruitment of domestic workers.
Out of 11 TADBEER offices, 2 are in Abu Dhabi, 4 in Dubai, 1 in Sharjah, 3 in Ajman and 1 in Fujairah.
The ministry said it will start operating 14 more centres in the country by end of the year 2018.
  
Package 1 (First Package):
The first package provides services to hire domestic workers which includes cleaners, nannies, babysitters, drivers, gardeners, cooks and private teachers from outside the country.

Package 1 Visa Cost:
The maximum cost of one-time recruitment in first package for employment of workers from above mentioned countries will be:

1: Philippines is 14,000 AED.
2: Indonesia 15,000 AED.
3: Sri Lanka 15,000 AED.
4: Ethiopia 5,000 AED.
5: Kenya 6500 AED.
6: Uganda 6,500 AED.
7: India 12,000 AED.
8: Bangladesh 7,000 AED.
9: Nepal 14,500 AED.

All Prices in the above first package represent the maximum cost of recruitment, and do not include government fees such as Medical fees, issuing visas fees or residence fees etc.

Package 2 (Second Package):
The Second package provides services to hire domestic workers for the period of 6 months which is transferable (moving).

Package 2 Transfer fees:
Transfer fees or moving fees are set by TADBEER to include all the licensing, Emirates ID, wages and other required paperwork involved.

1: Transfer fees for FilipinoSri Lankan and Indonesian workers is 8,000 AED.
2: Bangladesh domestic workers fees is 4,500 AED.
3: Transfer fees for domestic workers from EthiopiaUganda and Kenya is 3,500 AED.
4:  The transfer fees for workers from India and Nepal will be 6,000 AED.

Fixed Salary for Package 2 Domestic workers:
Salaries has been set fixed by TADBEER for all domestic workers who are coming in package 2 which called second package by Tadbeer Center.

1: Salary for Filipinos and Indonesian workers:
The client, family or sponsor who selects package 1 will pay a fixed monthly salary of 2,500 AED for workers from the Philippines and Indonesia.
Domestic workers include cleanersnannies(maids) babysittersHouse drivers,gardenerscooks and private teachers.

2: Salary for Bangladesh, Kenya, Nepal and Indian workers:
As per TADBEER, the fixed salary for all domestic workers from Bangladesh, Nepal, Kenya and India will be 2,250 AED.

3: Salary for Sri Lankan Domestic Workers:
Clients will pay 2,200 AED salary to the worker from Sri Lanka.

4: Salary for Ethiopia and Uganda workers:
Domestic workers from Ethiopia and Uganda will be paid 2,300 AED.

Package 3 (Third Package):
Package number 3 (the third package) is available only for those who don’t want to transfer the sponsorship to themselves.

Fixed Salaries for Package 3 (third package) Domestic workers:
The minimum salary limits are around the same and may differ based on nationalities.

Fixed Salary for Package 3 Domestic workers:
Filipinos and Indonesian domestic workers will get 2500 AED fixed salary, whereas Sri Lankans, Ethiopians and Ugandans will be paid 2300 AED salary.
Salary for Kenyans, Indians, Bangladeshis and Nepal domestic workers will be 2250 AED per month.

Package 4 (Fourth Package): 
The Package 4 (fourth package) provides part-time or need-based services to domestic workers.

Hourly Rates on Package 4:
Package 4 (Fourth Package) allow clients (Local families, Residents who want to hire domestic workers and businesses) to hire domestic workers on hourly, daily, weekly or monthly basis.

For example, if someone want to hire a maid only for 2 or 3 days due their busy schedule, they will go for package 4.

Salaries for Package 4 domestic workers:
In package for, salaries will remain at standard rates such as;
Salary for 4 Hours of work will be 120 AED
Salary for 8 Hours of work will be 200 AED
Salary for 1 week (7 days) will be 1120 AED.
Salary for 1 Month (30 days) will be 3500 AED.

Assistant undersecretary for domestic workers’ affairs said Tadbeer centres provide quality services to the people under the rules and standards of the ministry for hiring maids.
Khoury explained that the updated price lists with a higher ceiling will play an effective role in controlling the prices of recruitment and employment of domestic workers as well as creating a state of competition between the centers of management in the presence of several options for dealers to recruit domestic helpers.
